A question keeps going around in my head.  If we assume the activity
is not crimimal (because, if it is you should report it as criminal
activity, and they have the means to find out the true identity of
the source even if ARIN data allows anonymous records), what are
you going to sue someone for in Civil court?

I honestly can't think of a single civil suit that would make sense.
Can you provide some examples?
