This policy proposal was previously discussed on this 
mailing list and at the ARIN XI Public Policy Meeting.  
Based on the feedback received from those discussions, 
the language of this policy proposal has been modified.  
This proposal is open for discussion on this mailing 
list and will be discussed at the upcoming ARIN XII 
Public Policy Meeting scheduled for October, 2003.

Policy Proposal 2003-3: Residential Customer Privacy
ISPs with downstream residential customers may substitute
that ISP's name for the customer's name, e.g. 'Private
customer - XYZ Network', and the customer's street address
may read 'Private Residence.' Each private downstream residential 
reassignment must have accurate upstream Abuse and Technical POCs 
visible on the WHOIS record for that block.
