ARIN has always reserved space for ISP allocations that are likely to 
grow.
However, I've always assumed that this was just an operational practice 
that
was intended to reduce fragmentation of the IP space.

What I'd like to know is whether there are any policies in place that 
restrict
what ARIN can do in regard to reservations. If not, then I'd like to 
suggest that
they move this out of the shadows of operational practice and make a 
commitment
to ISPs that they will allocate a specific identified reserved block if 
the ISP
submits a successful application before some specific date in the future.

If there is a policy in place that limits ARIN's ability to do this then I 
will
be suggesting that this policy be changed.
