We do have a process, but it's the meetings, not the lists.  When we have
new policies, we submit them before all three meetings, and edit until
they're acceptable.  Or, we get them through one RIR, and hope the other
three will follow.  Or, as in this case, we take preexisting differences,
and try to make them uniform after-the-fact.

This is clean-up.  Not an attempt to do something new.
