Woodcock - Interesting.  If we are looking to craft policies that
are uniform across RIRs, would it be best to have a forum to discuss
them jointly?  That is, a policy that is worded by consensus in APNIC
might not necessarily capture concerns by ARIN.  I don't think we
have a joint RIR ppml list to discuss common policy...but it might
be useful.  Hmmm...?
