You're right, the 99% vs 1% percentages are made up numbers to make a
point. But I'd hope that everyone understood that, or else we have bigger
problems...

You're also right in that the people who understand ARIN well do so
because it is their job. This is precisely my point, very few people can
justify getting paid full time to deal with ARIN. The vast majority of the
IP using public does not understand how to make the rules work to their 
advantage. Also, many of the points mentioned are areas where ARIN makes 
the process needlessly painful for the majority of it's users.

Now if only all my arguments were this easy. :)
