The IANA is an "activity" of ICANN.  To be perfectly honest (and speaking
only for myself), I'm still not sure what that means.  As far as I can tell,
what Jon, Joyce, et al, did is now considered a function of ICANN and is
performed by (I believe) a subset of ICANN's staff (yes, it sounds like
handwaving to me as well).
