Encouraging return of legacy space WAS Re: [ppml] ARIN Policy Proposal 2002-9

So could ARIN update that RFC with current allocation information and post
that RFC on their web site and mail it to the more obvious parties?

Why couldn't ARIN have an "appeal" along with their policies?  Or am I
missing that somewhere on the web site?
