Yes you may be able to almost do this using existing data and going to a 
lot of trouble. It's a half-baked solution and I want to replace it with a 
well thought-out solution that makes it easy for people to access and use 
the data.

If ARIN publishes a complete list of unallocated blocks there will no 
longer be any problem with blacklists or tainted space. That's because 
when the system is up and running, I will put forth the suggestion that 
ARIN should post a weekly message to SPAM-L and a few other places 
summarizing the week's activity, i.e. returned allocations, new 
allocations, allocations out of previously used space. After a while the 
blacklisting community will get the idea that they too can use the ARIN 
directory.

For instance a mail server checks the IP address against the ARIN database 
before accepting incoming email. Of course this uses the base LDAP 
directory rather than the BGP format. And ARIN encourages heavy users to 
mirror the data and use their own LDAP server for this.
