That's hard to believe.  Surely ARIN has or can easily produce a list of 
all IP ranges they're responsible for, and a list of the ranges not 
currently allocated.  Saying they don't have the experience or clue to 
maintain such a list implies ARIN is not capable of doing their most basic 
job (allocation of IP space) since you can't reliably allocate space if 
you don't know your inventory.
