I'm fine with Bill's wording on this but would ask for another statement
to be added.  The new blocks should be aligned with the published "minimum
allocation" size.

For instance, if I were to return 3 /24's in exchange for a /22 from 205/8
space, I would expect that /22 to come out of space that had an allocation
policy of /22 or longer.  Otherwise, the organization is subject to some
filters presently in place on minimum prefix length based on registry
allocations.
