Philip,

Just to clarify, it was not the AC that raised these points...these points
came from postings to the Final Call. The AC thought that it was important
enough to return the proposal to the discussion phase to ensure that the
wording was looked at and possibly changed to ensure there was no ambiquity.
The questions you have asked below are some of the same ones we would like
answered.

I'd be curious to know where the Advisory Council found the text which 
referred to standards process bodies other than the IETF. The proposal 
referred to the concept that entities other than the IETF may wish to carry 
out publicly recorded experiments which require Internet resources on a 
temporary basis.

Surely we aren't implying here that the IETF is the only organisation 
allowed to carry out experiments on the Internet? Where is this documented? 
Who is enforcing it? Who in the IETF does anyone have to go to before they 
are permitted to experiment on the Internet?
