Yes, I believe the sense was that ARIN should have a policy for the capture
of data so that the 'strong recommendation' to use name-based webhosting
could be reviewed with those data to determine whether a strong response was
needed.  The data gathered would be upon a technical rather than business
reason for not using name-based webhosting.
