The lack of participation might be similar to that of a typical government
elections were people do not vote because they do not like any of the
choices. What if we added another choice on the ballet "none of the above".
And if "none of the above above" receive over 51 % of the votes. We would
have to submit new candidates and have another election. That way the
majority of voters would always approve of the winner of the election.

Perhaps add a choice on each ballot of "Abstain" or "Not enough
familiarity with issue/candidates to make informed decision", really the
same thing. Even this change could cause some issues if enough people
actually use it and there are bylaws clauses regarding majority of votes
cast, however.
IMHO, leave it alone. Lack of participation in the election may just be
a sign that the "silent majority" is happy.
