The lack of participation might be similar to that of a typical
government elections were people do not vote because they do not like
any of the choices. What if we added another choice on the ballet
"none of the above". And if "none of the above above" receive over
51 % of the votes. We would have to submit new candidates and have
another election. That way the majority of voters would always
approve of the winner of the election.
