It should have been "first IPv6 block" in the above text... i.e. The enormous
number of IP addresses within each issued IPv6 block does not materially 
increase the cost of operating the registry.  The same applies with the 
costs of large IPv4 blocks versus small IPv4 blocks in the registry.
