Why am I asking?  Rhetorical question!

Want to know a good way to save ARIN $10,416.45

Better yet, is this a significant amount of money that might motivate  
members to ask both how that can be saved, and why its being spent?

Oh, and it kinda has to do with "Certified Mail".
