Good point, let me rephrase.
The original email referred to embedding some comms in the whois results, but was light on the details.
What strategies/approaches has ARIN come up with so far, for reaching the port-43 user base regarding retirement (or even just changes)?
I’m hoping, although not necessarily expecting yet, that you have a more concrete answer than the opening email’s vague ideas.

There’s some confusion here, since this is a consultation and I work for you…  i.e. the question is really back to you: “If this were to proceed, then how exactly would you like ARIN to communicate an upcoming shutdown to port 43 users?”
