Thanks for that response - if I understand you correctly, you’re generally in favor of an STV voting model, but would only support the changes that allow its use by ARIN if the changes include specification in the Bylaws that use of an STV voting model is required?   (It is quite possible that I did not correctly parse your intent, so please correct if otherwise...)
