Under the proposal, general members would be remaining members that participated in the last election + any disenfranchised^wservice members that
demanded their voting rights be restored that have completed their 2 year disenfranchisement period.
As such, the general members number could be quite volatile year to year and would be difficult to predict. I suspect that is the reason for the 100 safety
valve proposal.
Personally, I think we should stick with one category of membership and not be engineering ways to disenfranchise people for abstaining.
