Hi Richard,

I read it Owen's way as well: once out, you have to register a year or
so before you can vote. No "same-day" registrations.

John explained: they want to limit "the ability for an bad actor to
surreptitiously harvest votes from the large uninterested and
otherwise uninvolved electorate." A lengthy waiting period between
registration and eligibility to vote does that.
