Andrew - 
	
	I share your concern, but note that organizations that receive detailed reassignments have full use of ARIN services and that means there is inevitably more process involved - i.e. vetting the organization & PoCs, and entry into an RSA.  A small fee helps provide sufficient consideration for the agreement, so we’ll need to ponder this some.
