The ARIN Repository is available to anyone under the terms and conditions in the Relying Party Agreement.  Parties accept these terms when obtaining the ARIN TAL -

2. What's the current status of ARIN RPKI with respect to legacy
registrations?

Legacy resource holders have basic registration services, and this does not include RPKI.  If legacy resource holders wish to benefit from these services that were developed since ARIN’s formation and paid for by the ARIN community, they need to bring their resources under the registration services agreement.
