[ARIN-consult] Consultation on Proposed Bylaws Changes

I do think that criteria the nomcom uses needs to be more transparent.  I
think that each year's nomcom should be seeking out candidates that can
fill expertise and diversity requirements.  The community should know what
these requirements are so they can make an informed decision about who to
vote for.  If the board desperately needs CFO-like expertise then the
community should know that.
