Yes.

Yes.

Yes

An authoritative source for routing policies and origin authorisation is definitely needed for the arin region.
Right now it is rather hard to get reliable filtering for ARIN IP space and we saw many abuse in the last years.
It would be a great step forward and would lead to another reliable source for proper protection of peering sessions.
