And, in fact, they do not even have to reinvent it. The ARIN staff  
(may be) just have to adapt/import their data. During my research in  
the initiation of our project, I once came across this

Once this is adapted, even a testing system could easily be set-up. If  
there is a licence issue, which I doupt because RIPE released its  
server under GNU's GPL, I am sure ARIN and RIPE are able to figure out  
something ;)
