[arin-announce] ARIN Board of Trustees Adopts Recommended Draft Policy ARIN-2020-2: Reinstatement of Organizations Removed from Waitlist by Implementation of ARIN-2019-16

At their meeting on 4 March 2021 and in accordance with the ARIN Policy Development Process (PDP), the ARIN Board of Trustees adopted the following policy:

Recommended Draft Policy ARIN-2020-2: Reinstatement of Organizations Removed from Waitlist by Implementation of ARIN-2019-16

ARIN-2020-2 restores to the IPv4 waitlist a subset of organizations that were removed as a result of implementation of ARIN-2019-16 – a policy change that reopened ARIN’s waiting list issuance under significantly tighter criteria. ARIN-2020-2 will allow those organizations that were on the waitlist with a /18 or less in total IPv4 holdings to receive up to a /22 of IPv4 space from the waitlist, effectively adjusting ARIN-2019-16 to lessen its impact on smaller organizations that had already been on the waitlist.

ARIN-2020-2 came to the ARIN Board of Trustees via the rather atypical route of a “Petition for Board of Trustees Consideration”, as provided for under the community petition processes in the ARIN PDP. This is the first time that a policy came before the ARIN Board via petition, as typically the ARIN Advisory Council (ARIN AC) considers the last call discussion and, as a result, is able to recommend policy to the ARIN Board for adoption consideration.

In the case of ARIN-2020-2, the ARIN AC considered the comments received during the last call period, but it could not come to consensus on recommending ARIN-2020-2 to the Board of Trustees for adoption in either of its subsequent meetings. After the passage of 60 days with no action on ARIN-2020-2, a petition was initiated to advance ARIN-2020-2 to the Board of Trustees for adoption consideration; and the successful petition was completed in January 2021. While the use of the ARIN petition process to bring a policy to the Board for consideration is indeed unusual, it is worth noting that ARIN-2020-2 addresses a concern over a policy (ARIN-2019-16) that was developed and adopted via the special policy action provisions of the ARIN PDP and thus on a highly expedited timeline with very limited opportunity for community discussion and feedback.

After consideration of the history and merits of the policy, the goals of the PDP, and compliance with law and ARIN’s mission, the Board of Trustees determined that ARIN-2020-2 met the necessary criteria for number resource policy and adopted it by unanimous vote.

This policy will be implemented by 4 June 2021 in accordance with the Staff and Legal Review that rated the resource impact of ARIN-2020-2 as minimal.
