[arin-announce] ARIN office is open

The ARIN office escaped without any damage from Sandy and is open for 
business as normal today.
We apologize for any inconvenience caused by the last two days of closure.

Fortunately all ARIN staff are safe, although some are still without 
power and/or may have some flooding in and around their homes.
