No, it means that Mr. Aguilar gets to post....
...then anyone, including the people above get to comment...

Then, Mr. Bush gets to post....
...then anyone, including the people above get to comment...

etc., etc.

If people prefer to have it be a round table where only
the people above post and everyone listens...that
is fine with me...just set the list up so only the
above people can post...
