Given the option, and setting aside the undiscussed implementation issues, I
prefer the second choice.  It allows for greater flexibility, and is more in
line with new and improved WHOIS query style/structure.   "Specify -b to
include billing address" or something.

It enables those who would otherwise need to run two queries to get an address,
to run just one with the "address bit turned" on, and it enables those who only
are looking for verification of ownership of a block that don't NEED the
address to not GET it every time.  For instance, if I am performing a whois on
a block to verify the Org is who I expect it to be, then the actual address is
rarely needed.
