ARIN-prop-142 Define RSA

ARIN received the following policy proposal and is posting it to the
Public Policy Mailing List (PPML) in accordance with the Policy
Development Process.

The ARIN Advisory Council (AC) will review the proposal at their next
regularly scheduled meeting (if the period before the next regularly
scheduled meeting is less than 10 days, then the period may be extended
to the subsequent regularly scheduled meeting). The AC will decide how
to utilize the proposal and announce the decision to the PPML.

The AC invites everyone to comment on the proposal on the PPML,
particularly their support or non-support and the reasoning
behind their opinion. Such participation contributes to a thorough
vetting and provides important guidance to the AC in their deliberations.

Add to "Definitions" the definition of "Registration Services Agreement
(RSA)" -

A Registration Services Agreement (RSA) is an agreement entered into
between this Internet Registry and a Local Internet Registry or
End-user. The specific form of agreement is not defined in this document
and may differ in its specifics from one agreement to another. The
"Standard RSA" and the various forms of "Legacy Registration Services
Agreement (LRSA)" are examples of such an agreement.

Rationale:

The term "Registration Services Agreement" is used in 4.2.1.2 and 8.1
without definition. The term RSA is used in 4.6.5 and 8.3 without
definition.

ARIN staff has interpreted Registration Services Agreement in 8.3 (and
possibly other places) to mean "any registration services agreement"
rather than "a specific, standard, and unmodified Registration Services
Agreement". Readers of the NRPM have come to other conclusions.
