ARIN-PPML Message

[arin-ppml] Update for pp149 Improved Transparency for DirectedTransfers

BTW, the point of this transparency is so that people can decide whether or not
to route blocks that were transferred as disaggregates. The ability to take when
the block was disaggregated into account in that decision is vital to preserving
a working internet for earlier users.

That cannot be accomplished with the kind of anonymization you are proposing.
