Is it too late to fork the legacy /8's into a sixth registry that
exists solely to deal with the disposition of those IPv4
registrations? The legacy registrations are going to be a perennial
bone of contention within the ARIN community. The legacy registrants
would cough up the money for a registry the same as they do for their
respective domain names. That offer isn't on the table and the LR's
terms for ARIN during ARIN's creation were that ARIN would leave them
the hell alone. Those are still their terms.
