The AC and BoT members are not party to any non-disclosure agreements
between ARIN and applicants, which means neither can serve as a point of
appeal.  This is the correct decision, since one or more (perhaps all,
in some cases) AC/BoT members are likely to have a conflict of interest
because they are employed by the applicant's competitors.

Staff decisions can be appealed to management, i.e. people who actual
ARIN employees, but no further.
