[arin-ppml] Support for Community Networks

I have been working for a year on a community network for the purpose of 
facilitating emergency communications in a metropolitan area. The 
opportunity to design our network with fixed IPs to enable numerous IP 
service capabilities is a strong motivator for us towards adopting IPv6 
if we can fall under the community network provision of the proposal 
2008-3 either in its original form, or, as recently revised. We would 
like to see this proposal adopted as soon as possible.
