The very largest ISPs do a lot of forward planning and already have IPv6
support in most of their network. They are also all doing various types
of testing of IPv6 because they are all getting RFIs and RFPs that ask
for IPv6 support. Probably none of the very largest ISPs will be stuck
spending millions in capital expenses at the last minute to support an
expanded IPv4 routing table because they will all be pushing new
customers towards IPv6 network access.
