I also was able to write a better Rationale section because I had a better understanding of what people found confusing. This is a common process in business. In Japanese it is called nemawashi http://en.wikipedia.org/wiki/Nemawashi but I have heard this called "socialization" in English. Before presenting an idea to management, you socialize it informally to test the waters. You get an idea whether there is support for such a thing, whether people understand what you are talking about. --Michael Dillon
