Some form of rationing could still be passed as policy, and this would mean that we have a lot less than the 3 year buffer we thought that we had. If rationing starts in 12 months from now, then companies who are not already rolling out IPv6 will have their business damaged. This is a real crisis situation which will cause another reshuffle of the companies in the IP networking industry. Chaos for some, opportunity for others. --Michael Dillon
