[ppml] Version 2 of the PGP-auth reinstatement policy just submitted to policy at arin.net

Just an FYI, at Leo's suggestion...  In response to suggestions and 
feedback from the intial submission, we've made some relatively minor 
revisions, and just submitted what we believe to be the final versions of 
the proposals, which I presume will be posted here next week, after 
they've been processed by staff.

There was some historical context which got fine-tuned as people 
remembered more of the pre-ARIN history, and some disambiguation about 
what was policy, and what was implementation suggestions.  Nothing which 
substantially changed the character of the documents.
