Subnet expansion would eliminate *most* technical difficulties, leaving 
aside the likely havoc on  internal address carving design, 
summarizations, access-lists or whatever.

Cost, time, effort, manpower are not.

How far expandable are they? Should a small ISP allocate /48 relying on 
adjacent expansion or not?

In any event, if justification hinges on /56, its pointless to allocate 
less per customer.

Why are some advocating giving customers more than they could ever 
conceivably use while suggesting that providers should be visiting the 
well on a potentially frequent basis?
