Wow, people in this list sure can extrapolate a lot from a simple 
statement.  Someone should be responsible for each IP address.  If the 
customer won't take responsibility, and won't hire an agent to do so 
(which might be the service provider) then he shouldn't be on the 
internet.  Anything you add to this notion is not mine.
