Owen - 

In addition to the previously-noted 7169 ASN-only customers under agreement, there are 1615 ASN-only legacy resource holders who are not presently paying any registry maintenance fees for their ASN holdings. 

There are 339 subscribers today on arin-consult, so this mailing list reaches a relatively small percentage of the ASN-only resource holders in any case.   

(Of course, the news of this consultation also went out to arin-announce mailing list – which presently has more than four thousand subscribers…)
