What is so hard about enumerating the /8s ?

What does "currently managed by InterNIC" mean ?

What about the military /8s ?

What about the corporate /8s ?

What about the IANA /8s ?

Some people think this means everything under IN-ADDR.ARPA
because someone has to manage that zone, and the InterNIC
handles that.

Again, what is so hard about making a list ?
Don't the ARIN founders even want to disclose
what they think they are going to manage ?
