Basically Compuserve, Earthlink, iServer, MCI, Mindspring, Netcom, etc.,
each have their own "private" "hostmaster" account for fast registration.

It's just for really really big providers with tons and tons of domain
add/delete/modify's.

I don't see how ARIN is involved?
