Yes, I have seen this artical. There is a ongoing debate reguarding
weather the US Gov should still play an active role in managing the
Name Space (DNS) through NSF and the InterNic or a new group headed
or commisioned by the IANA called IAHC (www.iahc.org) with a new
perposal
for 7 new gTLD's and a quasi-managment scheam under consideration.
