First of all, it's not a barrier to entry. It has been pointed out several
times that small ISP's would end up with no more than a $10 or $20 charge
for a /24. And the Justice Dept. is not relevant to the situation since it
is an American government agency. In spite of the awkward name, ARIN
operates in an international venue and if necessary, can be incorporated
outside the USA.
