It is true that the cost of e.g. a Class C block to an end-user, from an
IP address reseller who got an e.g. /19 block of addresses from ARIN would
only need to be ~$80/yr to cover the 1/32 of the /19 block. (Even if I'm
off by a bit, $160/yr is still not much).
My real concern is with the cost of interested parties having their say in
the ARIN organization, not with the cost of IP space.
