Reject the NAIPR

Stephen,
        if you get your service from a rip off organization then they
might try and make a 10000% profit on these fees - I rather doubt
that you will find many such organizations lasting long in this world.

please wait for the revision of the proposal and discuss aipr based
on that rather than the proposal that is currently there or on fears
of provider behaviors.
