Advice on Organization

After some private consultation and wordsmithing, I would like to
propose the following language for the Organization:

    The organization shall be comprised of:

    3.1:  Members, the governing body of the Registry.

    3.2:  an Executive Council, elected from the Members, acting on
          behalf of the Members between membership meetings.

    3.3:  an Executive Director, appointed by the Executive Council with
          the advice and consent of the Members, and serving at the
          pleasure of the Executive Council.

    3.4:  the Secretariat, appointed by the Executive Director with the
          advice and consent of the Executive Council, for administering
          daily Registry operations.

    3.5:  zero or more Committees, designated by the Executive Council
          for a limited time to resolve specific issues or conduct
          specific business on behalf of the Registry.
