Since many people are not familiar with the history of
some of the registration activities. I refer you to the following
site maintained by Tony Rutkowski, the past Executive Director

There is still some question about where the people that
run the Internet obtained their 32 bit integers. Someone
recently posted that this discussion should focus on
integers.
OK....
Where do 32 bit integers come from ?
Who has rights to them ?
Do people own them ?
